Laws, which are written rules that arise from legislative activities and must be obeyed, are the most important tools for ensuring social order. However, they are often not sufficiently known or understood by the general public. The main reasons for this include the large number of laws, the fact that they consist of comprehensive texts that mostly contain legal terms, and that they generally include detailed regulations on technical matters. However, what is even more serious is that the language and technique used in drafting laws are becoming increasingly sloppy, or due to frequent amendments, even those involved with laws are no longer sufficiently familiar with their content and function. Undoubtedly, the foremost of the numerous drawbacks this creates is the incorrect application of laws and the resulting grievances. This situation not only creates significant difficulties for the legislature, which struggles to implement its will, the executive, which faces challenges in administration, and the judiciary, which is forced to deal with the inevitable multitude of disputes, but also increasingly disrupts social order.
The Law Guide was created to partially address this drawback and was prepared with the aim of providing accurate, understandable, and systematic information on frequently referenced laws and assisting in the complete and correct implementation of legal practices. The main purpose of this Guide is to ensure that no one suffers harm due to insufficient knowledge of the laws or their incorrect application.
Prepared entirely in a computer environment and with artificial intelligence support, the Law Guide also incorporates legal compliance review. This allows users of the Guide not only to gain knowledge on how laws should be applied but also to self-assess whether the applications they carry out comply with the laws. Considering this function, the Law Guide is expected to pioneer artificial intelligence and machine learning applications developed for similar purposes and to contribute to technical studies that will shape the management and judicial systems of the future with the knowledge accumulated in this field.
